RFP = Request for Proposal; basically an invitation for other airilnes to be the lowest bidder for specified service.

I don't know if this RFP is really a big surprise or not. Mesa has been planning to swap somewhere in the neighborhood of 25 50-seaters for 10 70-seaters on the UA side for a long time. This might just be part of that exhange plan. Or not.
