I highly doubt ASA will honor those effective dates. I bet they're just getting things ready for the end.

Sounds about right, although I think they may send a couple FOs to class every month. I think we just had 3 go to class this month. Also, I've heard BM has responded to queries from several FOs with tentative class dates in April , June, and July. Of course, the key word is tentative, so take that for what its worth.
