Are you sure it is not a "walking pace" so as to not out run your wing walkers. Maybe they changed the POH since many of us were considering a "walking pace" to be the pace of a long legged indian in a hurry with a tail wind.

Besides, if you taxi slow, an AirTran tug driver will rear end your jet.

I'm guessing you've never had Southwest taxiing behind you. Those guys will teach you how not to taxi slow.

The speed tape in my jet won't read 15kts. How will I know when I've exceeded it?
