I've been a CLE-based FO (as in, I do the walkaround every leg!) for all but 2.5 months of my over four years. Unlined jacket, no sweater, short-sleeve shirts . . . no problem. Your exposure time isn't that much . . . just the walkaround. You'll want black leather gloves and a black scarf, though. The only thing I find myself wishing for is a pair of those weird ear-cover-thingies . . . I think they're called "180s". Footwear is a tough one. You spend so little time outside, burly boots don't make much sense (made that mistake), and your feet will be hot and uncomtfortable for the majority of the time. However, light uniform shoes will end you up on yer keester (with cold toes) on an icy ramp in, say, Buffalo in February. Hope this helps.

The new jackets DO in fact come with a zip out liner.
