The job poster is actually a Workforce Development Center in Arkansas. I bet this posting was taken from America's Job Bank (www.ajb.org). For some reason when state and county Workforce Centers post jobs they always list the hourly pay as minimum wage, no matter the real wage. This is true for many industries represented, not just aviation.
If you would like proof go to www.ajb.org and search for other postings from Workforce Centers and you'll likely see the same thing.
