Why no PTVs on NWA's A319's and A320's?

How come NWA does not do what B6 does and install PTV's on its A319's and A320's?

Yet they can spend $$$$$$$$$$$$ on updating the D9's. The A319s and A320s have never had PTV's and now is the time they should get them.
