Who Uses Call Sign: Water Ski xx

The last two trips I've been on in the past week, both times over the Midwest, I've heard an aircraft both times using a call sign "Water Ski 1" or "Water Ski 2".

Anyone familiar with who this is? I thought the first time I misunderstood them, but after hearing it on the radio again today, it got me wondering.
