A couple of weeks ago, we had a KingAir that ran off the end of a runway taking out the locallizer antennas. The ILS approach was shutdown for about a week. I was wondering if the Owner/Operator of the aircraft can be held responsible for the repair costs?
 
yes. typically insurance will pick it up. atleast from what i've seen
 
a few years back a student pilot took out a couple of taxiway/runway signs at Bradley International... he was held responsible for the cost of repair... you'd be amazed at how expensive those things are.. I think he paid a couple of grand for 2 or 3 signs he damaged.
