Where is Subpart K?

Got my AvWk-AIM/FAR 2003 the other day.

I was expecting to find a new subpart K in 91 for Fractional Ownership Requirements. The cover cites inclusion of these requirements, however, I have been through 91, 119, and 135. No excerpts or additions/changes with references to Fractionals. Do any of you reference these new Specific FAR's in addition to 135 or has the FAA failed (once again) to match their bark about regulatory features designed specifically for Fracs.
