I sent in my resume to Chicago Express about 1 1/2 months ago. What is the proper procedure to follow up on it, and ensure that they did receive it? Mesaba was kind enough to send me a post card acknowledging they received it.
 
The best way to follow up is with a nice crisp clean $100 bill!

If you don't have that, make a phone call. If you actually get the recruiter say something like...

"Hello, my name is Dixie Normas and I sent you a cover letter and resume yesterday and I am verifying you received it."

Most recruiters will not know. So, say something like...

"I understand, I'm sure you have a lot of resumes. I am very interested in your company, when do you think you'll be interviewing again?"

Basically, just be polite, well spoken and sound as professional as possible. If you sense they are irritated appoligize and end the conversation. I talked to Chicago Express when I was getting furloughed and the recruiter was very friendly and honest.
