This did NOT originate at the regional level. It came from UAL. Seems like they have a management position with the sole function of figuring out new ways to screw over their regional partners and employees.
It bothers me that there is a sentiment that it is OK because it ONLY affects flight attendants - at least that's their story. If they can dictate what we do with empty seats, it is bad for pilots too.
Pretty soon, there will be no way around an endless number of escalating fees. Eventually, we'll be paying for revenue tickets and earning miles to commute to a job that is quickly losing what little appeal it has left. Not to mention extra fees if you want to commute with your roll-a-board and flight case.
