sounds like an airmet or sigmet but for volcanic activity, i would assume you might have seen it due to Mt Saint Helens.
 
A VOLMET Station transmits recorded weather information for aircraft enroute. One Station covers the current weather and trend information for a number of airports in the area of that particular VOLMET station. VOLMET stations are common in europe. Think of it like an automated routebriefing.

normally volmets are , as stated above, enroute weather broadcast. Generally they are given on HF frequencies, therefore are able to be picked up while oceanic.

For example when enroute between america and Europe while flying over the N Atlantic you can find metars and Taf info for specific cities. For example only, cities like Frankfurt, London, Brussels will be broadcast at a certain time Like 05, and 35 past every hour. You also have these for certain American cities, And some key cities in Asia. Probably others as well just cant remember any.
Just a good way to pretend to be busy and keep awake on those long flights.
