I'm going to do this for a buddy but I've never done it before, so what's involved? I assume you give a personal recommendation as well? I don't really have a clue, can someone give me advice?

Walking in a resume blindly without your personal recommendation might not help him much. I would write up a personal LOR for your friend setting forth that you are pleased to recommend him and, for that reason, you are hand-delivering his resume. Clip your letter on top of his resume (and his cover letter, hopefully) and turn it in. Send your friend a copy of your LOR.
