I thought 1 mil was a measure of angle as in 1 mil is 1/6400 of a circle, like 1 degree is 1/360 of a circle.

It is both. What you're referring to is more appropriate called "angular mil", "mil angle", or "milradian".

But more commonly a mil is 1/1000 of an inch.
 
IPS = Inches Per Second

It is a measure of the velocity of the vibration, which is a function of both amplitude and frequency. It is perhaps a more accurate measure of the total energy. As I said, there are many ways to measure vibration.
