Oh man, I know what this is, he is out spreeding chemtrails around ELP
 
Looking at the ID on FlightAware - it was a Pan Am Boston-Maine Airways "Clipper Express". I saw a PanAm 727 at IAD a few weeks ago. N542PA I think...
 
Maybe had a maintenance problem of some sort? Maybe the a/c woudln't pressurize and needed to stay at/under 10,000 ft and dump some fuel before returning to ELP?
