Vb What is it?

Anybody care to elaborate on Vb (Design Speed for Maximum Gust Intensity). I don't really get what it is, and hence don't know the significance of this speed.

Question: Vb what is it?

Vb is the speed at which you should penatrate turbulence, but thats not important right now!
