V-22 categorization

The V-22 is a tiltrotor, and the FAA has designated a new category for tiltrotor aircraft called "powered lift". Why they just didn't call the new category "tiltrotor aircraft" is beyond me...leave it to the government to create a new word for regulatory sake.
