Not to be "Joe Anal" or anything but ther is no "certificate within a certificate". It just US Airways certificate. MDA is not recognized by the FAA. MDA was made up by management to get away with whatever they wanted to....

MEC CODE-A-PHONE UPDATE #2
October 1, 2004
This is Jack Stephan with a second US Airways MEC update for Friday, October 1st, with one new item.
As we reported earlier today on the code-a-phone, the Negotiating Committee and US Airways management reached a TA on Letter of Agreement 93, the Transformation Plan. This TA is now posted on the pilots only website under “Negotiating Committee Information.”
Please remember that the information provided by your Negotiating Committee is proprietary and for the sole use of US Airways pilots, and is not to be copied or disseminated. Your MEC and Negotiating Committee thank you in advance for your cooperation.
The MEC will receive a briefing from the Negotiating Committee and advisors this afternoon at approximately 2 p.m. during the special MEC meeting being held in Charlotte. It is expected that the MEC will decide, by resolution, whether or not to send this Tentative Agreement out to the membership for a ratification vote. Under our current MEC policy, no agreement is effective until ratified by the membership.
The MEC meeting is being held at the Charlotte Marriott Executive Park, 5700 Westpark Drive, Charlotte, NC 28217. All US Airways pilots are encouraged to attend. The phone number for transportation is 704-527-9650.
Please stay updated on the status of the MEC’s discussions through the code and the website. If the MEC votes to send this TA to you, use the code a phone and website for updates on roadshow schedules, when to expect education materials, and the hours that the Comm Center will be operating.
