All prices in pounds except where stated:

750 - Initial application fee
1,120 - Initial application fee starting 2013
115 - price per hour to work with a consultant
430 - price to alter your plan (whether you do it or they do it on their own)
2,250 - price per YEAR to maintain your plan (up to 50,000 tonnes of co2)
3,320 - price per year to maintain your plan (50k - 500k tonnes)
1,000 - fine for false or misleading information

Filing late, failure to monitor your program or comply with the "most significant parts of the plan"
500 pounds plus 50 pounds a day up to 4,500
After 1/1/12:
1,500 pounds plus 150 pounds a day up to 13,500 pounds.

The way I understand it the following is for all EU countries not just the UK
100 euro fine for each tonne of CO2 not reported. If you don't pay your fine, administration fee's or annual program maintenance fee's, they have the right to detain your aircraft.

Here's the kicker:
"Regulation 43 (2)(b) states that where an aircraft has been detained and the operating ban has not been lifted within 56 days of the date when the detention begins, and the operator has not paid the regulator expenses, the regulator may apply to the court for leave to sell the aircraft"

Can you please explain all of this in English? Does this apply to airlines or corporate aircraft?

This applies to Everyone! The European union has seen fit to start protecting the world from CO2. Every airline (and corporate operator) has been assigned a country to pay your fees to. The UK has just announced their fee structure. Delta, AA and every other airline now need to pay a minimum of 5,000 pounds to administer the plan that give them the right to pay a yet determined "fee" for each tonne of CO2 emitted.

I hate to tell y'all this. Airline or corporate, we need to fly there more than they need us to fly there. They hold the cards and if we don't like it, they couldn't care less. They know we will pay. If we don't, tough doo doo on us. They have the sovereign right to enforce their policies.

Luckily for the rest of the world the airlines and GA operators have a few days to sort this out...I'm sure in the short amount of time they have someone in the US will come up with a programme (EU spelling) so the EU carriers can emit several tonnes (EU again) of CO2 whilst taxying about on their tyres and flying too.

Obama is not a socialist. You don't know the definition of socialism.

Yes, I voted for him. Given the same choices of candidates, I'd vote for him again.

Most socialists share the view that capitalism unfairly concentrates power and wealth among a small segment of society that controls capital and derives its wealth through exploitation,

I'm not a big Obama fan but don't be a hypocrite. Check out the Emergency Economic Stabilzation act of 2008 and see who signed that into law. Republicans are really no different than the Democrats. They aren't for bailouts unless it is their company or state that needs it.

If we want to get really esoteric, I guess there's some wiggle room for the definition depending on where one considers himself to be on the political spectrum.

Obama didn't take over banks and the auto manufacturers against their will. Remember, they begged the gov't for assistance. Should they have received the proverbial blank check and carte blanche? Until they repay the money (some have), the gov't should own a controlling stake. That's not socialism, it's lending.

Now, if you think the gov't should have just let the banks/auto manufacturers fail and let Darwinism run its course, that's another debate.
