So when the arbitrator comes back and says it is legal for UAL to fly 70 seaters out of CAL hub, then what?

Does CAL and UAL fly safe? Do sick calls start coming in? Does everything in the aircraft which is broken get fixed like it is suppose to at the outstations? Is more fuel requested? Does the taxi speed slow down? Do the MEC Chair people start writing union communications with some fire?

What is the next move?

Are you completely new to the airline industry? Go to an ALPA meeting once in a while. Maybe call a rep, or speak to P2P rep. Really man. For someone who says he flies Boeings you sound like a complete rook.

he-he....the permit only allows for so many pilots as sidewalks can't be blocked, entryways into buildings have to allow for free access, etc. The number of pilots reflected that.
Local politics?

And if the arbitrator says the opposite, will you finally stop b!tching?

What is the date for arbitration?

Which one, are you talking about old stinky, demanding date of hire up there? Or are you talking about the UAL/CAL?
