That's designers, contractors, pilots, grounds crews, tower operators, and everyone else involved keeping a secret for a LONG time. And as far as the Air Force personnel goes, we're not talking about 1 group of people here, we're talking about a decade of crews...The government CAN keep a secret if they want to.
