Just had a trip to Tortola, BVI, pop up yesterday. It's supposed to leave tomorrow (Jan. 30), drop off in Tortola, and return to the U.S.

My concern is I don't have the 7 days required to process the waiver form.

I am a contract PIC on this flight. Any suggestions?

You can always attempt to get the waiver within the 7 days, but you should plan a stop in the Bahamas (clearing through FL or east coast) or the Caymans (clearing through the Gulf). I still don't know how a stop in the Bahamas enhances security. Try Great Exuma/MYEM - easy in and out and Strachen's (sp?) provides Jet A fuel.
 
I re-read that you are going tomorrow. Yeah probably not even worth your time to try and get the waiver (spend all day on the phone). Don't you just love last minute International trips.
