Jumpsat into GRR yesterday and heard Chicago center issuing a lot of speed adjustments based on "time based metering"

The crew I was with and I couldn't figure what TBM is.
 
I remember when they started this at SLC. The controller was vectoring us all over the place until I asked what time he wanted us across the gate. He gave us the time and we adjusted speed to make it happen. It's not difficult, why are controllers more apt to give us turns instead of speed adjustments or cross XXXX fix at XXXXZ?
 
It is a predicted position system run on a pentium 133 computer so that when you get close to the metering point you are 2 minutes behind where you need to be causing ATC to clear you direct.
