FAA Urges Airlines to Shrink Schedules

WASHINGTON (AP) -- Dogged by record flight delays, the head of the Federal Aviation Administration on Tuesday said airlines need to shrink their schedules or potentially face government action.
"The airlines need to take a step back on scheduling practices that are at times out of line with reality," FAA Administrator Marion Blakey said in prepared remarks at an industry luncheon.
Blakey said the agency is particularly concerned about overcrowded skies and airports along the East Coast, saying "if the airlines don't address this voluntarily, don't be surprised when the government steps in."
Blakey finishes a five-year stint at the agency Thursday.
The airline industry's on-time performance in the first seven months of 2007 was its worst since comparable data began being collected in 1995, according to government data.
U.S. carriers reported an on-time arrival rate of 69.8 percent in July, the most recent statistics available, down from 73.7 percent a year ago, according to the Department of Transportation.
Mike Boyd, an aviation consultant based in Evergreen, Colo., criticized Blakey and the FAA for not doing more to upgrade air traffic control systems, which he said are ten years out of date.
"The skies are not crowded, the skies are mismanaged by the FAA," he said.
In her remarks, Blakey touted a recent $1.8 billion contract award to ITT Corp. to build the first portion of a new satellite-based air traffic control system. But that upgrade is already almost seven years behind schedule, Boyd charged.
Laura Brown, a spokeswoman for the agency, said the government has acted in the past to reduce congestion. She noted that the FAA stepped in several years ago in Chicago and held "scheduling meetings" that led to reduced flights during peak hours at Chicago's O'Hare airport.
Bob Mann, an airline analyst and consultant, said a similar exercise should be done nationwide, though it would be much more complex.
David Castelveter, a spokesman for the Air Transport Association, an industry group, said that any effort to reduce crowding in the Northeast should involve international airlines and corporate jets, as well as U.S. airlines.
Castelveter also said the airlines' schedules are intended to meet the demands of customers.
"The carriers put airplanes where people want to go, and when they want to fly," he said. "They're not flying empty airplanes." Mann, however, argued that consumers might prefer fewer flights on larger planes that would have fewer delays. The ATA's members include Continental Airlines Inc., Delta Air Lines Inc., AMR Corp.'s American Airlines, Southwest Airlines Co. and UAL Corp.'s United Airlines.

And why did VA get approval again? A foreign investor even.
 
Yeah, but VA flies to non-congested airports like SFO and JFK, now if they flew to ERI or VNY, well then I'm sure they wouldn't have gotten certified.
 
if the government would staff their portion of the air traffic commitment, there would not be a problem. just wondering why when vmc there is 20 mile spacing and imc there is 5 mile spacing.

4. Limit the number of start-ups that want to fly to already congested airports.
 
Last year, the Tuesday before Thanksgiving, ORD had a flow program with 10000 ft ceilings and 10 miles vis. They kept saying it was due to "low ceilings and vis". Another day, they had a program because the runways were wet and couldn't do LAHSO. No precip for several days. They claimed it was due to "evaporative condensation" that was seeping through several feet of concrete. This is the airlines' fault apparantly.
 
Should this be of any surprise. When asked about pilot fatigue/duty limits the FAA response was that the pilots unions should place better limits. It makes sense that the FAA is run by a woman since the FAA has no balls.

So Vixin, are you saying no airline with foreign investment should be allowed to fly in the USA? There will be a lot of grounded planes then, and not all of them will be red & white busses...

Your comment sounds very much like the third grader on the play yard shouting "tick toc, the game is locked, nobody else can play hooray". Certainly you agree in free enterprise right? Competition? Or do these concepts not apply to the airline business as it's not convenient to YOU? You want re-regulation now that you've got your seat, right?

How about we demand the taxes paid by travelers to actually go to improving the ATC system and airport facilities?

How about the costs of ATC and airport infrastructure use be more proportional between 121 and 91 operations?

You wish for things that aren't. Try working to demand improvements to the things that are. Start with letters to your congress members. Demand answers and tell them your vote depends on it.

Right after 9/11 I was lucky enough to share a deadhead flight in the same row as a senator from my state. We have since crossed paths several times and I have written him on occasion to share views on the industry. Believe it or not, he actually responds. He and I may not always agree, but we respect each other's opinions. He has earned my support. Your mileage may vary, but working the system is the way to get things done.

I got 2 buddies at Jax Center and they tell me their fellow controllers are throwing a retirement party for Blakey...celebrating her resignation.

The DOT was starting to put pressure on the airlines pre 9/11. Then when everyone was struggling they backed away. Now they are back. What they really want is to start limiting the amount of seats an airline can have percentage wise into certain airports. Hence RJs.

13 years ago, when I was in 7th grade, I did a report on the 3rd runway that was going to be built at CLT.

Today they are still pushing dirt around.

EXACTLY. However, there in lies the problem. The flying public wants it all : low fares, frequency, and choice of both schedule and destination. Something has to be taken away, and soon, or next summer will make this one look like a walk in the park.
 
But even if you include RJ's, they are still controlled by the airlines, so it IS the airlines fault. I mean how many runways would you have to build in order to have 17 departures at the exact same time?

NY/Philly have the lowest on-time performance in the country. Cities like Allentown, Pa (60mi N or Phl and 70 mi W of Ewr) should be utilized much more. In Socal there is Orange county, Ontario, and Long Beach used as relievers. Why can't the Ny/Philly metro area have smaller airports that are utilized?

Simple. It's because Allentown, Stewart/Newburg, Trenton, Rockford (60 NW of ORD) are NOT Philly, LGA/EWR/JFK, Philly (again) and O'Hare.

What each of the aforementioned congested/delay-prone airports need are more RUNWAYS. Everybody's too chickensh-t/crybaby to make them happen.

Wrong! It's because the airlines continue to sell freebee tickets $200 or less round trip to any point in the nation from those hub airports and charge $500+ from ABE, SWF, Trenton, Rockford and the like. What they need to do is start charging the same $500+ from the hub airports then the people who live closer to the relievers will go to them knowing their days of freebee tickets are over.
