If you are on a IFR flight plan below FL180 in viz conditions and have the TCAS give you a RA where it wants you to climb, am I required to follow it or can I ignore what it is telling me to do??

This link is to a famous accident over europe, between DHL and a Russian Airline in 2002, which highlights that RA's take precedence over all other instructions especialy ATC. The controller was stabbed to death at his home by the father of one of the Russian pax! The only time an RA is to be avoided is in engine out flight conditions and should be in TA only!!! Because we share the same airspace please follow them under all situations for MY safety!!
