Just a few questions- I currently fly Part 91 and have some Part 121 questions. Lets say you at a field of which the tower is closed. The field is below minimums to land but according to the regs you can take-off if you have an alternate within one hour? Is this correct, does it matter if the tower is open or closed? I am wondering since I have heard a few different comments?

One more question- Lets say you are flying an approach and outside the FAF. The wx goes below mins, according to Part 121 you cannot continue. Should you ask for vectors off the approach? What is the proper way to discontinue the approach under Part 121? Thank you ahead of time!

Sounds like you are itchin' to turn someone in! Just kidding.

First question: you can take off if you have a legal takeoff alternate within one hour on one engine, tower doesn't have to be open.

Second question: You have to go missed. You can ask for a hold at the FAF, or maintain altitude to the MAP and do the published missed. There isn't any sort of 121 method to do this, just ask and you shall receive. If you are doing an approach to an uncontrolled field and have already waved goodbye to center,
you should do the published missed. But then again you wouldn't be in that situation, because as soon as you hear a weather report above minimums, you stop asking for weather reports and shoot the approach!
 
The one hour rule is for 2 engine aircraft (takeoff alternates). It is different when you have more thrust levers;)
 
Wx reported below mins on approach

If you are shooting a precision approach and have
intercepted the GlideSlope at or below the maximum
depicted intercept altitude on the approach plate, one
CAN CONTINUE. That highest depicted intercept alt
is the FINAL APPROACH "POINT" which defines the
beginning of the FINAL APPROACH SEGMENT. Once one
is on the Final Approach Segment and Wx goes below
mins, one can continue to the respective DH or DA.
NONprecision apps: IF inside the FAF, one can continue
to the MAP.
 
Just to add my 2 cents, as far as taking off when the wx is below landing minimums, you are required to operate in accordance with the specific operations specification that is granted to your company by the FAA. In that Op Sec, there will be required airport equipment, IE lights, markings, centerline lights, rvr, etc, that will be required. You will also have to be trained to operate in accordance with the op spec. The op spec will allow a takeoff at certain required visibilities, or rvr reports as appropriate, depending on the particular equipment for the runway on which the takeoff will be made.

The fact that the tower is or is not open would only come into play if they were the approved wx reporting, 'cause you must have the wx report, or if the tower trurned on the lights or something like that.
