Flares, a lifevest, and a raft are essential when flying over water for any extended period of time. I used to carry in my lifevest and raft when I used to fly to Island Airports during the summer months in a Cessna 152. I used to get stares from instructors and fellow pilots thinking I was "weird." Better safe then sorry.
