Okay, here is a question. This FDC notam has been out for a while, but every pilot still accepts the "cleared VOR 6 approach." Here is my question, is it legal to do so or should the clearnace read "Cleared VOR six, circle to runway six" I know this is splitting hairs, but I am a reg freak.

Also, what does WIE and FI/T stand for?

FDC 6/6429 - FI/T BARNSTABLE MUNI-BOARDMAN/POLANDO FIELD, HYANNIS, MA. VOR RWY 6, AMDT 8... S-6 MINIMA NA. WIE UNTIL UFN

Approach plate (important) Notice the mins are the same for Cat A, and Cat B aircraft for Straight In and Circling.

FI/T = Flight information - Temporary, as opposed to FT/P (Permanent)
WIE = Will be In Effect

No, I don't think the have to say "circle to land". The NOTAM tells the pilot what minimums applies to the approach. That's all. When you land on 6, you are not doing a "circle to land" maneuver at all.
 
Any idea why they would issue this notam? The MAP is so far away from the VOR that it is not a very accuarate approach, that is all I am thinking.

If it were a permanent NOTAM, that would make sense, but this one is =temporary=.

I'm not sure but I do see some unusual aspects to this approach. With an HAA of 600 feet and min. viz. of 1 mile, that's a recipe for an unstable approach with Wx right at mins. I also don't see any approach lights here, probably due to lack of room. There's a clue in the prohibition against either a straight-in or circle to Rwy 6 at night if the PAPI is inop.

Is there any mention of a temporary construction crane or the masts of ships near the final approach course close to the MAP? Those are frequent causes of Notams like this.

"Cleared VOR 6" is an approach clearance, "Circle Runway 6" is a runway clearance. Unless one controller is working both tower and approach, you won't hear that. The notam refers to the straight in minimums, that has nothing to do with whether or not you can land straight in. It merely tells you that for whatever reason, you can't descend to straight in minimums. If you have the runway in sight from circling minimums and are in a position to land using normal maneuvers, then you can land straight in, provided you have a landing clearance from the tower if it is open.
I just looked at your chart link. Approach and tower are separate entities. You will never hear, "Cleared VOR six, circle to runway six".
