PART I. GENERAL.

1. THE ASSISTANT SECRETARY OF THE AIR FORCE (MANPOWER & RESERVE AFFAIRS) HAS AUTHORIZED THE USE OF STOP LOSS IN ORDER TO RETAIN SPECIFIC SKILLS NEEDED TO MEET NATIONAL SECURITY OBJECTIVES. EFFECTIVE 2 MAY 03, THE FOLLOWING SKILLS ARE STOP LOSSED ACROSS THE TOTAL AIR FORCE--ACTIVE DUTY, AIR FORCE READY RESERVE, AND AIR NATIONAL GUARD--IN ALL ENLISTED GRADES, AND OFFICERS IN THE GRADE OF COLONEL AND BELOW, PURSUANT TO THE CONDITIONS OUTLINED IN THIS MESSAGE:

AS CLARIFICATION, RESERVE COMPONENT MEMBERS WHO ARE MOBILIZED AND NOT DEPLOYED, AND NOT INCLUDED IN THE AFSCs LISTED ABOVE, ARE NOT STOP LOSSED.

3. FOR STOP LOSSED PERSONNEL (AS DEFINED IN PARAGRAPHS 1 AND 2, ABOVE) VOLUNTARY SEPARATIONS, DISCHARGES, AND RETIREMENTS, WHICH WOULD BE EFFECTIVE ON OR AFTER 2 MAY 03 ARE SUSPENDED. STOP LOSS DOES NOT PRECLUDE REASSIGNMENT OF PERSONNEL (INCLUDING LONG-TERM TRAINING ASSIGNMENTS SUCH AS OFFICER TRAINING SCHOOL OR UNDERGRADUATE PILOT/NAVIGATOR TRAINING) IAW EXISTING DIRECTIVES.

4. STOP LOSSED PERSONNEL ASSIGNED IN THE OVERSEAS AREA (EXCEPT AS OUTLINED IN PARAGRAPH 6 (M), BELOW), WHO WILL VOLUNTARILY RETIRE/SEPARATE UPON COMPLETION OF THEIR TOUR, WILL BE INVOLUNTARILY EXTENDED AT THEIR OVERSEAS LOCATION FOR THE PERIOD OF TIME FOR WHICH THEY ARE STOP LOSSED.

5. STOP LOSS POLICY WILL BE REVIEWED ON A 60-DAY CYCLE; HOWEVER, AS OPERATIONAL REQUIREMENTS CHANGE, AFSCs AND/OR OTHER CATEGORIES OF PERSONNEL MAY BE RELEASED FROM OR ADDED TO STOP LOSS SOONER.

6. SEPARATIONS AND RETIREMENTS EXEMPT FROM THIS STOP LOSS ACTION (NOTE: THESE EXEMPTIONS APPLY TO ALL CATEGORIES OF STOP LOSSED PERSONNEL AS DEFINED IN PARAGRAPHS 1 AND 2, ABOVE):

Q. ACTIVE DUTY MEMBERS NOT CURRENTLY DEPLOYED WHO WERE INVOLUNTARILY EXTENDED UNDER SAF/MR MEMORANDUM, 21 SEP 01, "SUSPENSION OF PROVISIONS OF LAW AND AIR FORCE POLICY RELATING TO RETIREMENT AND SEPARATION" AND, AS OF 2 MAY 03, HAVE ESTABLISHED A RETIREMENT/SEPARATION DATE IAW THE APPLICABLE HQ USAF/DP MESSAGE THAT RELEASED THEIR AFSC FROM STOP LOSS. IN ADDITION, ACTIVE DUTY MEMBERS WHO WERE INVOLUNTARILY EXTENDED BY STOP LOSS UNDER THE ABOVE MEMORANDUM AND WHO ARE CURRENTLY DEPLOYED. THESE MEMBERS WILL NOT BE INVOLUNTARILY EXTENDED AND MAY ESTABLISH A RETIREMENT/SEPARATION DATE THAT IS LATER THAN THEIR DEPLOYMENT COMPLETION DATE (INCLUDING TRANSITION TIME).

NOTE: AIR FORCE READY RESERVE AND AIR NATIONAL GUARD PERSONNEL PROJECTED FOR MOBILIZATION AND/OR DEPLOYMENT, WHO WILL EXCEED THEIR MANDATORY RETIREMENT/SEPARATION DATE DURING THEIR MOBILIZATION/DEPLOYMENT PERIOD, MAY VOLUNTEER TO HAVE THEIR DATE OF RETIREMENT/SEPARATION EXTENDED TO ORDER TERMINATION DATE (INCLUDING TRANSITION TIME), NOT TO EXCEED AGE 60 (EXCEPT FOR THOSE AFSCs WHICH ARE BY STATUTE ALLOWED TO EXCEED AGE 60). PART III. WAIVER PROCESS AND APPROVAL AUTHORITIES.

7. MEMBERS WHO ARE AFFECTED BY STOP LOSS MAY REQUEST A STOP LOSS WAIVER IF THERE ARE UNIQUE CIRCUMSTANCES WHICH WARRANT WAIVER (SEE PARAGRAPHS 10 THROUGH 12, BELOW). MEMBERS CONSIDERING APPLYING FOR A WAIVER SHOULD UNDERSTAND THAT APPROVAL OF SUCH REQUESTS WILL BE THE EXCEPTION RATHER THAN THE RULE.

8. HQ AFPC, HQ ANG/DP, AND HQ AF/REP WILL PROVIDE SPECIFIC PROCESSING/ROUTING INSTRUCTIONS FOR STOP LOSS WAIVERS, INCLUDING A STANDARDIZED WAIVER FORMAT THAT ALL AGENCIES MUST UTILIZE.

9. APPROVAL/DISAPPROVAL AUTHORITIES ARE AS FOLLOWS:

A. MAJCOM CCs/CVs FOR ALL ACTIVE DUTY MEMBERS ASSIGNED TO MAJCOMS.

B. DIRECTOR OR DEPUTY DIRECTOR, AIR NATIONAL GUARD (NGB/CF), FOR ALL AIR NATIONAL GUARD MEMBERS.

C. CHIEF OR DEPUTY TO THE CHIEF, AIR FORCE RESERVE (AF/RE), FOR ALL AIR FORCE RESERVE MEMBERS (INCLUDES AGRs).

D. DEPUTY CHIEF OF STAFF, PERSONNEL (AF/DP), FOR ALL MEMBERS NOT ASSIGNED TO A MAJCOM, INCLUDING THOSE ASSIGNED TO HQ USAF.

10. WAIVER AUTHORITIES WILL DETERMINE WHETHER INDIVIDUAL AIR FORCE MEMBERS WHO REQUEST WAIVERS CAN AND SHOULD, FOR GOOD CAUSE SHOWN, BE EXCUSED FROM INVOLUNTARY EXTENSION UNDER STOP LOSS. THE FOLLOWING CRITERIA WILL BE APPLIED BY WAIVER AUTHORITIES IN DETERMINING WHETHER TO GRANT INDIVIDUAL STOP LOSS WAIVERS:

A. THE MEMBER'S DEPARTURE WILL NOT HAVE AN ADVERSE IMPACT ON:

1. CURRENT AND PROJECTED MANNING REQUIREMENTS NEEDED TO SUSTAIN CURRENT AND FOLLOW-ON OPERATIONS.

2. THE ABILITY TO MEET AIR FORCE-WIDE SKILL REQUIREMENTS ASSOCIATED WITH CURRENT AND FOLLOW-ON OPERATIONS.

3. TRAINING REQUIREMENTS RELATED TO CURRENT AND FOLLOW-ON OPERATIONS.

B. WAIVER APPROVAL MUST NOT NEGATIVELY IMPACT MISSION CAPABILITY.

C. SUBORDINATE COMMANDERS RECOMMEND APPROVAL AND THEIR RECOMMENDATION IS BASED ON MISSION CONSIDERATIONS, RATHER THAN INDIVIDUAL MEMBER PREFERENCES.

D. AS AN EXCEPTION TO THE ABOVE, WAIVERS NORMALLY WILL BE GRANTED TO MEMBERS WHO HAVE APPLIED FOR PALACE CHASE/FRONT, HAVE BEEN SELECTED FOR A FULL-TIME (AGR) AIR RESERVE COMPONENT (ARC) POSITION, AND WHO ON THE DATE OF TRANSFER TO ARC CONTROL WILL BE WITHIN 1 YEAR OF ETS (ENLISTED) OR 6 MONTHS OF COMPLETING THEIR ACTIVE DUTY SERVICE COMMITMENT (OFFICERS). UPON TRANSFER TO ARC CONTROL, SUCH PERSONNEL WILL BE SUBJECT TO STOP LOSS PROVISIONS IN EFFECT AT THE TIME.

11. PERSONAL HARDSHIP ALONE IS NOT A BASIS FOR WAIVER. HOWEVER, WAIVER AUTHORITIES ARE NOT PRECLUDED FROM APPROVING A WAIVER REQUEST THAT FULLY MEETS THE CRITERIA OUTLINED IN PARAGRAPH 10 (ABOVE) SIMPLY BECAUSE THE MEMBER'S REQUEST FOR WAIVER IS MOTIVATED BY PERSONAL HARDSHIP. MEMBERS APPLYING FOR A WAIVER FOR HARDSHIP REASONS, WHO DO NOT MEET THE CRITERIA IN PARAGRAPH 10 AND DO NOT HAVE A PREVIOUSLY APPROVED RETIREMENT/SEPARATION DATE, SHOULD BE ADVISED THEY MAY APPLY FOR HARDSHIP DISCHARGE OR RETIREMENT IAW GOVERNING DIRECTIVES. ALL HARDSHIP DISCHARGE OR RETIREMENT REQUESTS MUST BE FORWARDED THROUGH APPROPRIATE CHANNELS IAW GOVERNING AFIs.

12. WHILE NO SINGLE CRITERION OR COMBINATION OF CRITERIA WILL NECESSARILY BE DETERMINATIVE, WAIVER AUTHORITIES SHOULD KEEP IN MIND THAT STOP LOSS HAS BEEN INITIATED TO ADDRESS REQUIREMENTS RELATED TO CURRENT AND ANTICIPATED FUTURE OPERATIONS, AS OPPOSED TO THE GENERAL LONG-TERM INVENTORY REQUIREMENTS OF THE AIR FORCE. SINCE THE DURATION OF THESE OPERATIONS IS UNKNOWN, WAIVER AUTHORITIES AND COMMANDERS AT ALL LEVELS SHOULD CLOSELY SCRUTINIZE STOP LOSS WAIVER REQUESTS. APPROVAL OF WAIVERS SHOULD BE THE EXCEPTION.

13. WAIVER AUTHORITIES AND COMMANDERS AT ALL LEVELS MUST ENSURE WAIVER APPLICATIONS ARE PROCESSED AND DECIDED IN A TIMELY MANNER, AND THAT SERVICING MPFs RECEIVE TIMELY NOTIFICATION ON THE OUTCOME OF WAIVER APPLICATIONS. SERVICING MPFs MUST THEN NOTIFY MEMBERS OF THE FINAL DISPOSITION OF THEIR WAIVER REQUEST.

14. ALL WAIVER REQUESTS MUST BE ACTED ON BY THE APPROPRIATE FINAL WAIVER AUTHORITY REGARDLESS OF LOWER LEVEL RECOMMENDATIONS.

PART IV. MAJCOM/ANG/AFR/AFPC ACTIONS.

15. PROACTIVE AND REGULAR COMMUNICATION IS VITAL TO EASING THE CONCERNS OF IMPACTED AIRMEN. THEREFORE, MAJCOM/ANG/AFR PERSONNEL STAFFS ARE EXPECTED TO TAKE AN ACTIVE ROLE IN DISSEMINATING INFORMATION TO THE FIELD, AND IN FIELDING AND ADDRESSING QUESTIONS AND CONCERNS.
