How does one go about starting a part 61 flight school. I have the airport availability, 4 aircraft that may be leased back, instructor, as well as maintenance, but what are the procedures to get started?

bert

Call the local FSDO for their procedures.

I don't really think there are procedures for Part 61 ... just keep records & stuff... but again, i don't really know. I'd just call the FSDO and find out ;)

oh yea... right.. that goes in effect end of Jan 05
end of january?

I was told today that it starts and I have to have a certified birth certificate starting December 19 or I can't fly until I get one....which is REAL nice since since my birth certificate(s) are 18 hours away...

Your talking about the TSA Alien flight training rule.... "we" are talking about the rule requiring Instructors to get formal training.

The rule you are talking about went into effect Oct 20 '04 for non-certificated pilots and will go into effect Dec 20 '04 for already certificated pilots (who held the certificate before Oct 20 '04).

Basically, the instructor is required to give you a logbook endorsement stating he/she has verified you are a US citizen.

The rule "we" are talking about requires instructors (or the Chief pilot only, who then needs to train his instructors), to go to an online webpage, receive training on various things like spotting terrorists :) and stuff.... and that has to be done every year - starting in January '05.

Good news is, you really cant fail that online training....

Just remember..."Contact your supervisor"

enjoy, its a real hoot!

About the Flight School, contact the FSDO, but I dont think there is much into starting a 61 school.

Just remember how to make a small fortune in aviation!....start with a large one!

If your going to run a flight school, do it for the right reasons, not money....cause it'll take a long time to see large profits...if at all...

It is. But only until you realize that this is one of our government's more serious ideas of how to best secure us from terrorism

Uh??.... What about those foreign pilots (like me) who got their license in the US?... What happens if I don't have the endorsment?

i'm a foreign pilot too.... basically if you had a license BEFORE oct 20 and started your current training for the new rating/license before Dec 20 you don't need to worry about anything. But for any new rating (say multi, typerating, helicopter) you need to get a full background check (130$) which involves sending in pictures & fingerprints.

Go to here and see what applies to you: http://www.aopa.org/tsa_rule/

example: I got a PPL&IR ASEL before OCT20 - i've been training to get a Commercial license before Dec20 so this particular training is exempt. However, i haven't started multi training yet, so technically after Dec20 i'd have to get the background check. But because of this, i'm arranging to get 1 hour of multi time before dec20 to get this particular rating excempt too. I originally intended to do the multi rating only in a couple of months.
