They should issue a warning, fire those who don't fall in line, and then offer a position at 1/3 of what they were making before.
 
Let's look at this;

Spanish ATC workings have been bitching about being over worked and too much overtime....

Spanish Government restricts overtime....

Spanish ATC walks out.

hmmm.....



In other good news, the average working-stiff in Spain gets about 40 days of PTO annually, so rescheduling the vaca is no sweat!
 
You guys do realize that Spain is in the same trouble as Ireland (and Portugal, and Italy, and Greece) right.
