Single Pilot Waiver in Mexico

I'm trying to determine if the single pilot waiver for a citation ultra applies in Mexico also. FlightSafety seems to believe that the answer is MAYBE???? Anyone have a definitive answer? My understanding is that the waiver applies only in the US and it's territories.

My take is that the FAA (a US agency) granted the waiver, and it could be argued that such a waiver has no legal standing outside of US jurisdiction.
