Simulating power on stall

Every plane I've flown you add full power to recover from a stall.

Ok while at the FSDO I sat down with the fed and asked him about the maneuver and explained my question to him. He said that we go into the maneuver simulating full power at 21" so during the recovery you keep the power at 21".
