Can I fly sight seeing flights that originate and terminate at the same airport and don't go beyond a twenty five n.m radius of that airport with just a commercial pilot certificate under part 91? Or, does this type of operation requrie a 135 certificate?

Yes, but you are obligated to have drug and alcohol screening in accordance with Part 121 App. J.

If you're talking about the original question, the sightseeing flights, there are a number of activities that a commercial pilot is allowed to do for compensation or hire without a 135 certificate. Check out FAR 119.1(e)

(a) (5) Nonstop sightseeing flights for compensation or hire that begin and end at the same airport, and are conducted within a 25 statute mile radius of that airport; however, except for operations subject to SFAR 50-2, these operations, when conducted for compensation or hire, must comply only with §§ 135.249, 135.251, 135.253, 135.255, and 135.353.
The references are to the Part 135 drug and alcohol testing rules, which refer to Part 121 Appendixes I and J.
