Just curious, please do not take offence, but why not send him though the entire intial with a PIC type? Class is the same length with one more sim session.
 
Maybe because there is no checkride to fail for the SIC type for a part 91 operation (91K doesn't count) I have found a number of places just don't want to give you a type the first year to make sure you stick around a year. Also could be a cost thing. They charge more for the PIC initial than SIC initial even though it's basically all the same thing.
