how does one go about setting a flight record? how does one know about existing records?

I just want to be famous...

The Federation Aeronautique International sanctions all aviation world record attempts. Their website is www.fai.org

AOPA Magazine occasionally does an article on how to go about setting a world record. You might try calling them to see if they can send you an old article.
