If it’s a severe breach of security, something that in your opinion requires urgent attention, grab the first local flat foot you see at the port, ID yourself then explain your concerns.
If you’re in uniform, all the more, he/she will take you seriously.
If not in uniform at least have company ID with you.
Next fire off a written letter to TSA, CC yourself and the Manager of AP security, or if a small airport, local PD.
I don’t have faith in those “hotlines” too many “tips” have fallen thru the cracks immediately after 9/11 and just recently that DC Sniper case.
We operate five hotlines in the Southern CA area for fugitive tips and from experience I can tell you they are only as good as the people on the other end.
Put it in writing regardless.
