If I understand your position, the objective of the Delta scope clause is to restrict "cheaper labor" (small-jets) by ensuring that any small-jets over the number permitted by the scope ratio are operated as mainline aircraft.

If this summarization is correct; then could you please list the contractual mechanisms employed for this purpose, their individual function, and how technically and economically they achieve the desired result?
