I spent almost six years as Director of Safety of the largest 135 operator in the Southwest. I was primarily a line pilot, I received an additional amount of salary for my Safety duties.
If you're looking for something where you can still fly, those positions are rare indeed. Are you interested in Safety Systems or Accident Investigation? If you haven't already been TDY to Kirtland, you should really look at getting some of that training, even if you have to negotiate a permissive TDY to get it. On the civilian side of the house, USC has a world-class safety program running courses year-round in Los Angeles. They're expensive, but an excellent investment in you career if this stuff is what you want to do.
Drop me a line.
