RVR Question....
Cat 1 ILS and the RVR is reported as 1600 touchdown, 2400 midpoint, and 1600 rollout; would the reported visibility at midpoint make it legal to land?

No, the TDZ RVR is controlling with regard to mins. The mid may substitute for the TDZ if the TDZ is inoperative.
 
OpSpec C074:

"...Touchdown zone RVR reports, when available for a particular runway, are controlling for all approaches to and landings on that runway."

Bayoubandit is quite correct: the midfield may only be substituted for the touchdown zone RVR if the TDZ RVR is inop. In actuality, the only references to substitution found in the FAR concern takeoff minimums, rather than approach minimums, with respect to substituting midfield for touchdown RVR's.
