Why does everyone think they are offending me when it comes to this Russian stuff? I agree with you!
 
I have seen Airbus A340 deploy reversers before touchdown many times. We used to be allowed on the 8, bth 60, 70 series, during flight until pieces started falling off. Now it's only emergencies.
 
This is just a shot in the dark but maybe thoes outboards are spooled up somehow and the buckets deployed then if he/she need to to go around then he/she just closes the buckets and whamo instant power without waiting for spool-up.

The A-37 (and T-37??) did the same as the citiation with the (flappers) thrust attenuators. You could deploy them and spool the engine then close them and get instant thrust if need in such cases as a go-around ect.
