Republic IAD/DCA .. which is better?

Which base is better, IAD or DCA (E170)? I assume the flying isn't intermingled since they are on different certificates.

DCA is a great base. Excellent public transportation allows a person to live here car free as I've done for the past 2 years. Also, many options for room and board.
