1) I was wondering if an aircraft can operate outside the ADIZ, on a domestic IFR flight plan, with out any special requirements. Lets say New Orleans to Key West. (Besides obvious survival equipment) I also noticed looking at a Jeppesen wall chart, there are two ADIZ printed, the normal one, i believe its 12nm off the coast, and then a second one much further south. 2) Why is this?
3) Does any one remember a chart they used to have for the West Coast of Florida, I believe it said Florida Keys free flight area, it was something temporary in nature to allow aircraft flights to the Keys without leaving the ADIZ I think... not sure...

The ADIZ is more than just a line

The ADIZ is a "zone". Not just one line around the coast, but an enclosed "box". Look at VFR charts off the east coast of FL. If you leave the Bahamas for Miami, you will cross two of these ADIZ lines. Make sure you are on an IFR or DVFR flight plan BEFORE crossing the first one.
