Some of the better known flight schools that have the "fast track" CFI programs are set up so you do the II as the initial then do the I as an add-on, main reason is that it saves time and is cheaper this way. Airman Flight School for example, we all did the II training/ground school under part 141, took that checkride first then did the I as the "add-on". The I was done under part 61 since there was no minimum time reqt's versus doing this under a 141 program. In the grand scheme of things I did not think it was that big of a deal since this allowed us to all get through the program rather quickly and get what was advertised in a given amount of time as promised. Airman actually will suggest that you get both the I & II for this reason, I think it was even more expensive and time consuming if one came in just for the CFI without wanting the II since this would disrupt the "flow" that they have (or had) in place. It has been quite some time since I attended the school so things could have changed but I doubt it.
