Hi,

Here's my thought,

If the manual says 205hp for take-off, then you need a high performance endorsement. It also says at 2300rpm it could produce 185hp and let say it will produce 160hp at 2100rpm.

I assumed the aircraft could be operated at more than 2300rpm. So yes you do need an endorsement.

If you want to know for sure, ask your local FSDO. You might want to ask via e mail so you have the answer in writing because I guarantee you that if you can call the same FSDO and talk to 3 different feds you will get 4 different answer.
