Seriously though, in Europe they make a really big deal out of it. We apparently had an FL fined 500 Euros over in Paris for not wearing the vest

If you got hit by a tug while doing your walk around while not wearing your vest UPS would love to make an example out of you. You will be fired and probably sued for damaging their tug.
