Question about Fiscal Years in the USAF.

Anybody know on what date the USAF Fiscal Year for 2004 (FY04) will start? Also, if anybody has a link of an educational nature regarding the USAF budget, please post it. I'm not looking for links regarding how much money was requested/granted. I'm more interested in links regarding the type of thinking that goes into planning the budget.

The Federal Gov't Fiscal Year (FY) starts on 1 Oct and ends 30 Sep.
