Current and former employees were asked if they felt that the SMS had improved the safety climate in the Quest Diagnostics flight department, and if they believed the "no reprisal" policy published in the FOM actually applied. Some said they believed the policy, but most said "No" or responded with laughter or expletives. One interviewee said, "Ha! (The SMS) is just a plaque on the wall."
