PT91 Engine Flameout Question

Can someone help me get the right info on this?

20 series lear (Part 91 operator) has an engine flameout at altitude, which I understand can and has happened occasionally. The pilots request a lower altitude and complete a successful relight then continue on with the mission.

My question is, mustn't the airplane land and the airplane/engine be signed off for "return to service" before the next flight????

Can someone answer this question for me, especially if you have 20 series lear experience. Is there an FAR that covers this?

If the flame-out isn't maintenance related, why would it need a signoff to return to service?

How does a mechanic return it to service when the pilot has already done so, by flying it?

A mechanic cannot return an aircraft to service. A pilot does that. A mechanic can approve an aircraft for return to service.

How does the pilot know that the cause of the flame-out is not mechanical?

Yes, regulations apply, but far too little information has been provided.
