No and if you got this clearance, ATC did something wrong. Restricted and MOAs are different. For Warning areas (beyond territorial waters), ATC can't issued a clearance through an active one, but then you could terminate service and go it alone (not recommended).
Sorry, shot from the hip. BUUUTTT, in this day in age, highly unlikely you would ever get a clearance that purposely took you through a P area, even if was not "active". Unless you are mission specific and got military approval/arrangement ahead of time. I would question any clearance that was taking me through a P area and ATC didn't specifically state "this will take you through P Area 40". If you are lucky and an erroneous clearance took you through a P area, you might hear someone calling you on 121.5. If you are unlucky you may be "escorted" or worse shot at. They aren't playing these days. Check those TFRs.
CVS, I agree with you completely. The only P area close to me down here in Texas is P49 - W's ranch in Crawford - and NOBODY gets cleared through that.
When W's in town there's a huge TFR that expands all around it, but that's different. And I have seen an F16 intercepting a guy out there.... (wasn't me).

"No person may operate an aircraft within a prohibited area unless authorization has been granted by the using agency."
I would take 'using agency' to mean the 'reason' for the P area -- i. e. the government, military, etc. as oposed to ATC, and therefore atc not having the authority for this unless it was an emergency situation.
Would you say this is cirrect or am I wrong in my thinkin'?
